Created in 1987 as a 501(c)3 nonprofit housing development organization, the Westbrook Development Corp. (WDC) is a Community Housing Development Organization (CHDO) whose mission is to develop and manage low- and moderate-income affordable housing. The mission area of WDC is focused on Cumberland County and northern York County.
Created to meet community needs, the mission of Westbrook Development Corp. is to collaborate closely with municipalities, civic and business leaders, non-profit organizations, and neighborhood leaders to create and preserve quality affordable housing to meet local comprehensive plans with the delivery of regional programs and services.
Our core philosophy is that affordable housing is an asset to a community’s economic development engine and its positive social identity.
WDC’s scope of development consists of single family and multifamily developments that include homeownership, condominiums, and apartment rental units. Developments include acquisition rehabilitation, conversion and reuse, historical preservation, and new construction.
Its portfolio includes multifamily, senior housing, and specialized housing for people with disabilities from 2 to 150 unit buildings, condominiums, and single family homes.
Constructing the first Low Income Housing Tax Credit (LIHTC) development in the state, WDC continues to focus on the LIHTC program as a core development model.
